Rather than wasting time rephrasing Salon's succinct article on what's happening with Mike Lee & Ted Cruz, just read it. Salon's political writers clearly remember that Ted Cruz is about as steeping the ways & means of the U.S. Constitution as anyone on the planet. And they are pretty sure he's gotten thoroughly versed in the wiley ways of the Senate.
